Unless you are landed as a PR you wont even get entertained for interviews. Unlike US, it is harder to get sponsorship. Once you have PR, work via linkedin. Inmail recruiters. One thing I noticed is that I Canada, you need to follow up and network to get jobs. Physical presence gets advantage over sitting in the US. I used Canadian number to get calls.

Manager1 is on the money. Jobs are out there but networking is much more important in Canada and you aren't going to get any traction unless you use a Canadian number/address for applications. Even if you are working in the US after getting PR and applying remotely, don't mention you are not in Canada. You can easily show up for an in person interview whenever it is setup.
