How do you encourage someone who is typically soft spoken to speak up at work? In my scenario, they typically the ones who are most knowledgeable but are just a bit too shy to speak up.

It's great that you notice this and are acknowledging the quieter people at work. One option may be to just ask them directly during the meeting "Hey X, any thoughts on this particular subject?" However, they may not like speaking in a meeting setting with many people, so it may not be the best option. A good one would be to go to their desk (if in-office) and ask them in a casual setting what their thoughts are on the matter. Or if working remotely, give them a call, one-on-one, and ask them there. It's great that you're making an effort to get their insights and I'm sure this will pay off with some excellent feedback from them. And I know they will sure appreciate you going out of the way to get their opinion on things. Great stuff!

Also, if appropriate you can assign the person some sort of task, like reviewing a deliverable. Give them time to prepare, you can help them prepare/practice, then a facilitate them presenting in a safe space. This might help them build some confidence to speak up more frequently.
