You just put together the most incoherent pieces in your wardrobe, wear eye glitter and headgear and boots, and go on out.

Lots of accessories! Sunglasses, belts, body chains, necklaces, hats, earrings, bracelets, bags, sunglasses, hair jewelry (headbands, pins, those new hair ties with metal you can buy anywhere including target, glitter, scarfs). I feel like this can take most outfits to the next level
You're right. I really do think it's all the accessories and not necessarily the outfits.

I think someone lack how to be comfortable, stay cool, and last from day to night.
Figure out what you have that looks completely ridiculous and then triple down.
Try using Pinterest for inspo and then go from there!
It seems like having a BMI in the teens is a major part of the formula. Just sayin.
