Start charging them for the rework? Make them realize that if they keep changing their numbers, you have to change yours too?
Also do your clients not close their books?
Most PMDs don’t have the cahones and just tell the director to be “careful with hours” ie you can’t have a team and now you need to do all the rework and eat the hours when doing so…lol

Follow the money; they’ll learn or there bosses will learn to not keeping changing; unless they don’t care and in that case you bill and stay utilized for
