PWC - 22L fixed

This is for a guidewire role.
Which is a better offer? What would be a good option for growth wrt role, salary etc.
Also, PWC claims to offer variable based on their fixed CTC based on the ratings.. is this true ? How much is the avg percentage given?

What’s the best way to turn down a 2nd interview? During the 1st interview, I learned that the compensation for the role is not within the range that I am looking for and requires 400 more billable hours a year than what I bill now. Deloitte USI is offering me 15LPA fixed and 1lack joining bonus and HCL offering me 23LPA fixed. I've tried to negotiate with deloitte but they are not ready to negotiate and asking me to join on the same CTC which was initially provided. I'm confused to select the company. I had a technical discussion for HCL on 3rd Oct. It's been more than a week. I still haven't received a status on that interview. I have also received a "Resume shortlisted" mail from their careers app after a week.
Does it mean I'm selected? There's no intimation of the status at all. The HR don't reply on mails/calls.
