Consulting firms is not where you go to do technical work. There’s a very small percentage of technical opportunities. D is not where you want to go if technical is your goal.
Most Big 4 is the higher level stuff. Companies higher us to develop strategy and then go to cheaper vendors to execute / implement. We do have pockets of technical teams who probably do what your looking for, but they are the minority.
In terms of volume of projects, yes. The hands on work is very hands on, we just don't sell as much of those type of projects compared strategy. As a result, occasionally technical guys get grabbed to do strategy for a few weeks in-between technical projects.

There is a wide range since it’s a big practice. I do pretty technical work but a lot of people are more compliance focused.

I was in the Deloitte's Cyber practice a while back. As previous commenters have said, sure, there are some technical pockets, but as a whole it's really not that technical. In my experience they really didn't vet for technical chops during the interview process. So much of Deloitte's business model is to hire kids right out of school, and while they've made it work for most lines of business, I just don't think for something like security, that it's something that is super viable as security really isn't an "entry level" position.
If you want more "hands-on" technical at Deloitte, you're better off to go into their consulting side of the business. Otherwise, you'd be better off at a smaller more technically focused firm / industry.
I'm also a campus hire, I agree that infosec isn't necessarily an entry level position, however, I was hoping the D. would let you jump between tech/non-tech projects at will? (so your not pigeonholed to do compliance stuff for example)
