What does it mean if there’s a NEP at the firm who’s been there for a long time (20+ years), but never got promoted to EP? Never held leadership roles too. Does it usually mean EPs does not like the NEP enough to get promoted?

My boss prides himself on allowing me to gain experience so I have more courtroom experience than most attorneys with twice the experience. Recent career-switcher here. While I’m a veteran with the ad process, I am new to the UX agile process. Is it normal to not use briefs whatsoever? Is it normal for the UX research lead to have a stakeholder workshop (sans designers) to think of concept “thought starters,” then have a separate meeting with the UX design lead to vote on which 1 of 3 concepts to proceed with? Misled on Maternity Leave Policy. I found out I only get 4 weeks pay for maternity leave (STD +“sick days”). I will take 12 weeks but wont get paid for 8 weeks. I work for a US, west coast based company in the tech/VC industry. Their website claims to offer “paid parental leave and other progressive benefits for parents”. I didn’t find out until after I was hired their pay was only 8 weeks but since I have been at the company less than 12 months, I don’t qualify for their policy. Is this unfair?
