Could mean lots of things, including the person doesn’t have enough business, the business is in the wrong area, the person doesn’t want to be an EP, or the firm doesn’t want to let the person in.

It doesn’t have to mean anything relevant for your career. EP is never given out, it’s forced. Some people are happy where they are and others just don’t care. Others never make it to EP.
Mentor
It means they’ve found what works for them. More interestingly, why do you care?
Not everyone wants to be EP - it’s a lot of extra BS for, what amounts to most people, very little extra reward. If the NEP has flexibility, decent comp, autonomy in their practice, doesn’t let ego decide their fate, and everything else they’d want, it may just not be something they even want to do or pursue. Plenty of people would be happy staying associates forever, despite the general up or out “policy” of biglaw.
Mentor
Keep in mind that firm politics are often more complicated than just who is an equity partner versus who isn’t. Until you know what kind of power or influence this particular person has, tread lightly.
