Because of recession fears, most organizations are only doing exceptional hiring . So that means any hiring which is happening now is for an urgent req or only if they have a project already. So chance of firing such a candidate is less.
Earlier all were hiring assuming future demand and so you see people on bench or non essential roles getting fired now. Except in Twitter, no org fired essential or revenue making employees.
Only downside is the salaries offered are not as high as it was few months ago, but I would say salary hikes being offered now are more reasonable. So if you fear layoffs now is a good time to move. If you want good hikes and do not worry about layoffs it's a bad time to move.
But I always say there is no good or bad time. No one can predict what will happen in future. Even TCS has history of layoffs. So just keep trying and if a good offer, leave. Else stay.

currently it is risky, who know new org also started laying off then in that case new employees will be the first target
