might be for any of the below reasons -
1. Not belonging to T1 or T2 colleges
2. Not matching with the skillset required (less likely - i hope you have seen before applying)
Not the first one for sure, as I am from a tier 3 college and got the interview call just after applying through portal (without referral)
It can be the second point. Just writing down the skills on the resume is not enough, one have to mentioned how did he/she used that particular skill to get better results.
There are few things that you can try while building the resume:
1. Make sure your resume is perfectly formated (sections, spaces and the content)
2. Try to look like an interesting person on your resume (Add extracurrilars - Sports, competitions, NGO work etc and don't forget to mention your interests and hobbies)
3. Make sure that you quantify each point that you are writing about your previous work or projects.
All these can effect your selection. Good Luck!
