It can be tough to move up or move on just because people will often see you as belonging in the role you presently occupy. What you might want to do is focus on getting some relevant experience. Especially if you want to move into marketing, try to do some freelance work and build up a portfolio. As an overall strategy, work to establish that you are capable of more than what you are presently doing.
I totally get where you're coming from! It can feel discouraging when you’ve got experience and education but still hit walls. Have you considered exploring project management or operations roles? They tap into your coordination and communication skills while offering growth. Networking and online connections might also help open doors if you haven't focused much there yet.
Have you thought about looking into non-profit jobs? Of course they may not pay as well as for-profit. However, your next step is to get into the field to build on your skills. Let that position last for a year or so. That way when year two comes about you can have that on your resume in HR/Marketing as the first section the next employer will read. If you're able to find contract jobs in those fields that's also an option. Sometimes contract jobs will transition into permanent positions. Good blessings on your next endeavors!
