If a vet suspects abuse or neglect, they can contact the authorities.
Yes, it is a crime. Since we are in a position to recognize when mistreatment occurs, we must report it to the authorities for the welfare of the animal.
In the US, this varies by state. Some have mandatory reporting laws of various levels and some don't. However, most vets agree that there is a moral obligation to report.
Vets and technicians, and maybe even assistants, are all mandated reporters. So, if your clinic tells you that you can't say anything about suspected abuse/neglect, they are deceiving you.
