The target lesson and classwork should be in English. If they are doing group work and discussing the work then L1 should be allowed when L2 isn't sufficient.
Remind them that during 'free time', L1 is perfectly acceptable but L2 is expected, and they need to practice.
I work with bilingual children as well and my thesis was all bout language, monolingual and speaking the taught languages. You should not forbid them to speak between them their native tongue, as long their speaking language to staff is English. It is a cultural aspect not to forbid it. Go with it. You gain more respect
the struggle is real! I would make it a competition and reward students who use English only. try to separate the Spanish speakers/mix them up if possible.
It should not be discouraged. Student who have a different first language must use it to become literate. Literacy transfers from the first to the second language. Encourage those students to collaborate about content in their 1st language.
