Right now, many companies they require to have a minimum desired salary when filling the application!
Right? But then don't list their budget.
Maybe this varies by field, but for the past year the vast majority of recruiters/hr/etc will ask for my number and dance around when I ask for the budget or target. So not caving sounds great but in reality many companies will push and not give in return.

I totally agree, a lot of them will push & push - they have a budget they’d like to adhere to…when this happens to me or when I was recruiting and a candidate wouldn’t give me their numbers….I simply said,”I’m going to let you rule yourself in or out…put out a number, any number and I’ll tell you if it’s in range…” this helped people get a general idea of if the number they through out was too high and if they needed to come down…it won’t tell you if you’re too high so depending on your industry and job, throw out a number you’d be ecstatic with & ask if it’s in range…if they say no, keep coming down till they tell you it’s in range…
So, if you make $100K and the new job you’d love to make $150k ask if $170k is in range, no? How about $160k, etc. until they say yes.
It’s a pain, but if you can’t hold out, start at the top and work your way down.
What if you're applying for a federal job and they tell you that you have to give them a number?
Federal jobs are different they’re in GS Grades. That’s a non-negotiable. It isn’t a negotiation of how much you want to get paid - it’s them saying your years of experience mean you’re going to get X, there’s no negotiating it as far as I know.
You just need to tell them you don’t know how their ranges work, and that you expect to be paid fairly based on their GS system…after the interview you’ll get an offer with the salary.
I interviewed with DHS in 2010 & there was just the expectation that this was the level of the role and this is the pay for that level - they’re usually pretty transparent.
