Of course you need to meet with your local zoning dept. to see what current zoning is and what’s specifically allowed/disallowed. However, if the apartment is built to meet current residential building & safety codes you could probably get a zoning variance & occupancy permit. What comes to mind is onsite property manager or security for storage units. Going the other direction from residential to mixed use residential/commercial is generally much more difficult to get approved. In Florida, the zoning with most flexibility for doing what you describe is actually Agricultural zoning over 10 acres.
