Hello Fishers, need your help to finalize my decision.
I have 5 YOE and I have done a full-time MBA. I am currently working with one of the product organizations as a business analyst. TIAA offering 17 LPA Fixed (Including PF) against 1 counter offer I had of 15.6 LPA Fixed.
My CCTC is 9.35 LPA so should I ask for more here? Also, how are work culture and policies considering I will be part of the BA profile?

That reminds me of the old saying about the fish rotting from the head. Some organizations just perpetuate a real cut-throat atmosphere and it tumbles downhill and takes hold at the department level. It's wrongly considered a good attitude because people think it's competitive. But all too often it serves to undermine people and drive good talent away. As you say, it's counterproductive.
That’s exactly what I mean. People think they’re looking out for the best interest of either themselves or the business, but if we all approached our work with the mindset of working together, we’d probably get a lot farther and have a better experience doing it.

Oh that's horrible, nothing worse than untrustworthy colleagues. If I can offer anything to this, is that I genuinely haven't experienced it before. I think its pretty rare and not true of all work cultures! I wonder if its more common in America?
It could be more common in America. The environment here is so competitive and doesn’t care much about business results. Just appearance of result.
