Should that happen? Absolutely not. Does it probably happen all the time? Definitely. I would try not to assume the other person is making more based on race. They could have negotiated better or had a slightly better résumé. But I would be lying if that's not where my mind would go.

That’s illegal to discriminate due to race. And tbh it’s likely not due to race. They are probably more experienced, maybe worked there longer (or they got hired later than you so they were able to lock in a better offer), OR they just negotiated better during their interview and offer stage. It’s really not out of the ordinary for coworkers in the same department doing the same job to make different salaries. It happens all the time and it’s due to a variety of factors.

If you can prove that the pay disparity is based on race you'll have a good legal case. Chances are there's something else at play. Sometimes people are paid differently because of when they came into the company. In this current job market people are getting lowball offers, and those people may be earning less than their colleagues for quite some time. A lot of underlying factors could be at play.
I would be very careful pulling the race card like that. It’s a pretty bold accusation and assumption with no real justification or evidence.
This absolutely happens but it's typically systemic rather than personal (not that that matters when it's you who's being underpaid). There are a number of studies in the management research field that show this, as well as industry body metrics.
You will not get anywhere if you try to broach this from the perspective of race and interpersonal comparison; all that will happen is people getting defensive, and then they'll have another "reason" to undervalue you. Instead, use your performance as justification in itself. "I bring xyz value and received abc excellent feedback, I'd like to discuss how this can be reflected in my package" etc.
