Although Amazon has instituted a hiring freeze and layoffs are probably on their way, I went through the loop for a security engineer position at AWS. Before I attended the final interviews, Amazon placed the hiring freeze and called me to ask if I wanted to go ahead or cancel my application. I decided do go ahead Right now I'm waiting for their response and the position I applied to changed from "under consideration" to "no longer under consideration". Thoughts?

When I see things like that I always assume they're ghost jobs, listing that companies have no intention of filling. The reporting around the ghost job phenomenon provides various reasons why companies do it. I assume most of them are to make the place look like it's doing so well it's always hiring, when the reality is quite different.
Why would companies pay for useless job postings just to have a negligible impact some vague macroeconomic trend?
I would assume that ghost listings are like fishing with many poles. The companies are constantly on the lookout for good people, irrespective of whether they have an exigent need for them in the present.
A certain media company that used to be headquartered in Ashburn, VA and who was known for mailing CDs to everyone back in the 90's was infamous for using this approach to get free consulting in the mid '00s - early '10s... They had evergreen job postings that they would never actually fill, but would routinely recycle and re-post, and would bring candidates in and ask them to brainstorm / whiteboard and basically get free consulting hours from SMEs on complex problems under the guise of it being a legit interview, which it wasn't. Good riddance to them and their old eyesore of an HQ complex.
Can I have an A please? And yes they also got busted for getting people to volunteer and so employee work.
These are ghost jobs to manipulate the job market. Most roles are also posted internally. The external post is a formality. They are probably only hiring internally.

Probably phony listings or as you stated, no one wants it.
For my org a lot of the time it’s multiple job openings that just happen to have the same basic job description.
