When I really began to focus on networking, I tried to make connections with all kinds of different people, whether they were in my direct field or not. It can be a slow process. Also making sure to check in with people from time to time, maybe send over an interesting article or ask how things are going.
OP you should try posting in the job referral bowl if you are looking to network and possibly get referrals. I have also joined a lot of my local facebook groups which have proved to be a really great way to meet people and network with people in my community.
