You're presenting the fact that your current agency doesn't have enough work for you (under-challenged) in a professional, respectful way, and also complimenting the company you're interviewing with. I had only two job interviews during my recent job search and the two of them made me an offer. People love compliments. They love when you recognize their excellence. Strategically tell your story to highlight the fact that you're seeking greater heights, rather than fleeing a sinking ship. It's all about marketing - how you tell the story. Good luck!
Tell them that you are looking for a company that has A, B, C, etc attributes and opportunities (which will be features of the company you are interviewing at), because you feel that it is the right step in your career.
You don’t have to lie, nor do you have to tell the driving force behind your decision to look elsewhere. Communicate why a role with this potential employer excites you. Hopefully it does!
Getting ahead of the inevitable layoff suggests you think you’re on the chopping block. This could be seen as viewing yourself negatively so I would avoid anything around that.
Just tell them that the current company you're at is not a great fit for you, and you would like to make a change. I don't see anything wrong with it.
Do you think you'll be laid off? Has anyone given you any indicative of this, or are you just prepared in case anything happens? I would try to omit the question and tell them that I am just looking to expand my professional horizons.
How long have you been at your current company? If you've been there for long or for a couple months, I would just say that I am looking for a change because I want to learn more from a different perspective. Or I would say that my current company and I don't always see eye to eye and am looking for a place where I'll feel comfortable.
Talk about limited growth opportunities with your current employer. And that you are looking for the ‘right’ next step
