No. You are incorrect here OP. I get 20 (yes really) cold outreaches a week from people looking for work. 95% of them are clearly form letters and are asking for 30 minutes of time to chat or to get feedback on their book. I run a company, I have 40+ hours of meetings every week on my calendar. The people I employ are also wildly busy. When we need to hire, we usually already know who we want (because one of us has worked with that person before) or we hire a recruiter we trust to help.
Can a cold email breakthrough that? Yes, it happens. But almost every email I get from a rando looking for work lacks any effort beyond the time it took to find my email on LinkedIn and then copy paste what they sent to everyone else.
You want a job? Tell me why you’d make my life, the company, and those around you better by employing you. Tell me what about the company’s work speaks to you and how you can be additive there. Agencies, and their employees, are not in the business of helping you. They are in the business of helping their clients. YOU are in the business of helping yourself—and the fact that you’re posting here blaming agencies for not indulging you is probably why you are struggling to find work in the first place.
Jobs are incredibly scarce in this industry, it’s important for everyone to understand that you no longer FIND a job, you have to EARN a job. If you are mad about that, question your entitlement.

If the candidate doesn't turnout to be as expected the person who connected them to the recruiter is never put at fault. You can always says hey I don't know this person personally but here is their information. You are simply making them connect to the right person, rest is on the recruiter team and the rest of team interviewing the candidate (if they even get to that stage) to make right judgment. It's so bad out there, least we can do is give someone a little bump in their search.
Absolutely. Agree. There’s a process, and all involved are capable and expected to make their own judgement.

Why is everyone commenting here acting like companies aren't looking to hire sociopaths?
I will pass on resumes to recruiter: for their consideration. I believe that by me giving them a resume ≠ vouch. It can come off as presumptuous if I think it means a vouch by default, that HR/Recruiter would be obligated to interview or hire a person I forward on to them via email or resume. They make their own assessment, and decisions. Then there are the interview rounds…prob never, or rare, someone is hired only because an employee gave/passed forward a resume, resume alone. Like I have that much power or influence! No harm imo to help people out w/an act so simple and reality is, it’s low risk effort😄 like why overthink that, I’m not defined by a stranger, friend, colleague, or aspiring Creative’s resume that I pass on.

I feel like a lot of companies have a funnel you can use to refer/recommend people
