Toronto is definitely a vibrant city for creative industries, and yes, the culture there tends to be pretty welcoming and collaborative, which can be refreshing. For design-forward agencies, you might want to check out places like Taxi, Sid Lee, and Juniper Park\TBWA—they have strong reputations for pushing creative boundaries and might be a great fit for your style. Are you interested in pure design or ad agency design? Different shops for each.
As someone who left the US a while back I can say it’s an incredible city, wonderful people, lots of energy and culture without a lot of the bullshit in the US or drastic differences you’d get in other options abroad. One thing to realize is they’re not dying for people from the US so do you have legit job opportunities lined up? A work permit can be tricky and is getting more so every week. Do you have an immigration attorney? I think most Americans think it’s so simple and don’t understand the risk, time and money you will need to invest in the move if things actually do work out. Wishing you the best of luck but suggesting you understand the actual process necessary before you get ahead of yourself
There are some really good design agencies outside the advertising world that you might not hear much about in advertising press etc. Like AS1, different shops depending what you’re into.

The city is also expensive to live in. But as others have said, if you can freelance and/or work remotely you’ll get by.
Or tell your ex to move and stay put. Whichever.

If you are set on moving, consider Montreal.
Some advice. Coming from someone who moved here from the US.
American ad agencies are filled with bloat and global budget that means there is always someone available to do the work (spoiled me)
I have found Toronto and Montréal have agile teams and there is nowhere to hide. Other American colleagues have struggled to be accountable for the work because they (like I) were used to so many people on the same project.
On Canadian teams, everyone knows who’s doing what because it’s staffed for efficiency. So if you’re on a project - everyone expects you’ve done the same, if not more work than others in the group.
The culture is collaborative but only to a point. They value accountability for output here.
Would look to WPP, Publicis type shops for now who are used bringing people over.
