Looking to understand your post more and understand where your husband may be coming from. When you say "financially supporting", are you referring to just the fact that social programs exist and taxpayers indirectly support it, or have you discussed individual donations to support and he is against those?
Thanks for clarifying. While I don't agree with some of his statements or other opinions in your post, I can understand not wanting to donate. If you typically don't make donations as a couple and it's not something budgeted for, I get why he may not want to start now.

Well African Americans do commit more crimes in general, that’s well documented in over 15+ years of fbi crimes statistics that you can download directly from their website in less than 30 seconds. But I’m sure this will be immediately dismissed because “tHeY CoMmIt MoRe CrImEs BeCaUsE tHe SyStEm iS RiGgEd aGaInSt tHeM!”

There is absolutely a positive CORRELATION between black skin and crime. But there’s no way to prove what causes that correlation. It could be that black people actually do commit more crime, or it could be that our system is prejudiced and judges black people more harshly. Police, juries, and judges are all prone to racism.
Additionally, it could be that some people are born into socioeconomic circumstances that lead to criminal behavior, regardless of their skin color. And as a white person, that is something I can help change by putting my money where my mouth is.

What can I do here?
Why do they think black people commit more crime? Walk it through with them all the way to their core belief. This may be a good learning opportunity to see a new way your spouse thinks, rather than throwing up your hands and calling racism. Or it may not be.
For example, in my university lectures, many communities are placed under harsh conditions and it's hard to break out of them. Many of these communities are non-white, and unfortunately some turn to crime to try and make things work. A critical issue is that this representation gets perverted to say "black people commit more crimes," and that gets reinforced by what stereotypes you witness and your willingness to accept it.
Do they really think black people commit more crimes? Have they never challenged that belief? If not, why? If so, how do they defend their belief?
Of course, this is all just my opinion.
I’m so sorry OP, be patient and try and educate. Learning the history can go a long way. I’m in the same uphill battle with my family - it’s so frustrating but I’ll never give up on them bc I care
Do you make your own money? If so, you're at liberty to do whatever you want with your earnings.
I think your only hope is to have him watch documentaries and movies to learn about things like gerrymandering and the refusal of bank loans. Also movies around slavery and I really think you should show him a black Wall Street documentary
