No. That’s to make up for the holiday. In theory, the average work week in the US is 40 hours. Ad agencies definitely push it, but if you’re a full time employee (exempt from overtime), you’re paid for 40 hours a week. So even when you work 60 hours, you’re giving away 20 hours for free.
If holiday details aren’t in your contract, just ask them to confirm.
Do not bill the holiday unless you’re working.
Fixed weekly rate is for the week. they have booked your time to be available for the week. Bill the full week.
