% raise is irrelevant. If you are 20% underpaid and they give you a 3% raise you are still way underpaid. If you are 20% overpaid and they don’t give you any raise you are still overpaid.
Correct, but if you are 20% underpaid, it’s likely others are also underpaid, and the company will never give you a single raise in a single year that will close that wage gap. It may be possible to happen over time if you are a stellar performer or you negotiate for it it in your next job. I feel like 3% is pretty standard. maybe good in today’s market.

It’s normal, and is a joke.
The percentage is terrible if you're already underpaid. I was once told when receiving a 7% raise (where my bonus was included, and that shouldn't have been the case) that I should consider myself lucky because that was higher than the companies around us provided their employees. Except the companies around us paid their employees more. Even counting the bonus and the new salary, I was still unable to afford housing of any kind beyond an 8 person flat share in the city my job was located in. So yeah, percentage means nothing if the employee is already underpaid.
