When is the good time to tell the company that I am 3 months pregnant. My date of joining is 18th of July. I understand by law I need to finish 80days with the company before I avail maternity benefits which I can easily do in next 3 months.

No, it isn't. HR can set policies and try to create a positive company culture, but we can't force managers to buy in and uphold that vision. Turnover has almost nothing to do with HR IMO.
HR shouldn‘t be blamed. There are many factors why manpower is an issue. You need to start communicating with direct managers and see how you can help them with retention and recruitment.
In my experience, human resources is rarely to blame. We can usually see what needs to be done to reduce turn over, but are not given the power to do so.
