Is it a bad idea to tell recruiters I'm starting the CPA exam this year if I haven't actually scheduled a date yet? I'm definitely committed to doing it, but I'm still nailing down my study schedule and timing. Should I wait until I have a seat confirmed, or is it okay to bring it up in interviews?

I wouldn't say anything about starting it until you have a scheduled date. Otherwise, you could keep pushing it off to next year, or 5 - 10 years down the road, if you ever take it at all.

I would just say that you are studying for it.

Say you’re studying for it but don’t tell them that you’re definitely taking it this year

Out of curiosity. How would a company view a potential candidate who has a period of unemployment to study for the CPA. I am considering to start studying for the exam but I know I would need to leave my employer in order to give 110%. I am contemplating the idea of at least passing one part while employed. Then leaving my employer to study FAR. I am considering to leave my current employer anyways, so it’s more of how my future employer would view that lapse.
