Does your boss want this to be a strict rule? If not, you may need to be a little flexible at times. It they want it this way, just keep framing it as that's the executives wishes.
Is the rule strict for you or the exec? I agree it's important to have designated no meeting times, but things do come up. What your exec thinks of you matters more than others in your office, others will have to accept what times are available if they want to maintain that time. If it's unavoidable, block other time during the week to catch up but otherwise hold your ground in my opinion. You can probably tell based on meeting topic what is truly urgent and what can wait.
Normally, I would say setting batteries is important. However, now is probably not the time to do that. Part of the job of executive assistant there is some expectation that your boundaries are going to be ignored. You’ll have to do tasks at odd hours. If you’re not willing to comply, your employer will find another EA who is.
