So, there is so much nuance to this, and there are way more factors that need to be considered...
But given the generality of the question, bigger companies typically offer higher compensation long term, more job security, and better support resources than a small company.
Titles do not matter. Pay and experience do, so if you're just chasing the title, I'd stay where you are.
Moving to be a manager (say 3 years earlier) at a small company would definitely be worth considering. For me, the deciding factor would be growth. If the small company is scaling somewhat rapidly, a rising tide lifts all boats. You could find yourself as a director or VP in a few years.
On the flip side, growth has stalled at some of the larger consulting firms. Are you guaranteed manager assuming you keep up performance? In how many years?
I'd also add that certain exits won't consider you without direct people management experience, so the points to the move, as well.
