My company had a big fk up a couple years ago during a Workday migration where your employee file became visible to you including your how likely they thought you were to leave, your replacement risk (higher = harder to replace, in their opinion), and your promotion readiness. Suddenly tons of people realised the promotions they’ve been promised for years weren’t gonna happen when they saw “Not ready for promotion” and “easy to replace” on their file. A lot of people left. I’d start looking if I were you.
Liberate yourself! 2-3 years is enough time in role to highlight your biggest achievements and position yourself for another gig elsewhere.
I can relate to this… I got top ratings back to back but nothing really happening on the correction (I’m in bottom 10 percentile in my role within organization and outside in the market). I’m applying outside but being mindful of the workplaces where I don’t run into similar situations.
From your post, you know the answer. Life is too short to not be appreciated or given clear communication. Take the plunge and find a place that values you!
I have never stayed at a company that didn't give me a raise every year. Because of this I make a *lot* of money. Do with this information what you will.

100% it’s time to leave.
They don't like you no more time to go to another job.
Apply to a different role in the company
Time to go, I’d say!
How many years working experience do you have?
Raises aren't in the company culture? Oh honey, why are you even there?
