Is the start date typically contingent on a background check? Mine took 2 weeks I would really like to have at least a week off before I start my new job and I need to give my current job 2 weeks notice

I have a direct report who is smart, passionate about her job and can be really innovative. However she carries this enormous weight of responsibility, for needing to do everything, do it right, make sure it's perfect, not trusting colleagues to help. It creates dread and panic and overwhelming workload and a terrible attitude for her and I am speaking with her this week to start to shift her mindset. Any tips in navigating how to let go of this heavy idea of "responsibility"?

I have an associate's degree in graphic design and work designing wedding stationery. I've been at my company since 2016, and am now a design consultant - speaking to customers directly and creating custom artwork and designs for them. My dept has 2 directors. One is so rude. The other ignores the issue. The previous HR director told me to report any issues because she was building a case (not appropriate info to share, I know). She's since left and there's a new HR director. This rude guy has recently sent me several very rude things through email and I'm debating how to handle it. Is it worth it to talk to HR? Im worried it'll just make things worse since none of it is "wrong", just rude and insensitive.
