National and it isn’t close
Damn that sucks
If you are between Avis, Hertz and Budget, I say Hertz. That being said they are the best of the worst.

I’ve mostly used Hertz and Avis at 2 of my 3 employers and been dismayed at how bad the points are and how hard they are to use. Good upgrades are also pretty rare.
At my last employer though, we used National. Easy to use and understand free day coupons. Great cars in Executive Elite. Loved it
National but irrelevant if you can’t use it. With a Chase Sapphire Reserve you get exec status too
This is still good to know for personal trips.

You know that we have preferred vendors that we must use for Deloitte right? You aren’t free to use any vendor you want. All travel must be booked via Trips as well
Debatable
General answer assuming you have the full list of vendors to choose from, it EnTirely depends on the airport you are regularly flying into as the quality of each vendor can vary drastically. For example, National is terrible at CMH since it’s basically a location owned by a GM dealership placing their overstocked cars there. So which color Cruz (Emerald) or Malibu/Trax (Exec) would you like is the only choice you have.
At Deloitte we can only use Avis and now Hertz I’m some locations. No status match with Marriott available either
You don’t get all of those as an option if you’re still with Deloitte. Avis, Budget, and apparently rarely you can pick Hertz now
Hertz
I used Avis for awhile, now Deloitte allows hertz in select markets. Avis was OK, cars weren't great. Hertz matched my Avis status. Their phone customer service is abysmal so far. But, will see how the live action Verison goes. Everybody tells me hertz points go further and the Cars are newer
