Nope, TCS is very stringent when it comes to BGV. There are no two ways about it for TCS. It is sad that an organization isn't interested to understand why the employee left that organization without any notice. It just affirms that we are just cogs in a machine, nothing more.
Find a new job. What's his tech stack?

I wonder why wasn't he fired but asked to drop a resignation. The HRs have become considerate now its seems.
During my tenure in TCS, I saw a guy getting fired right in front of me. Reason - His BGC failed as he didn't give correct employment details similar to your brother.
At least your brother has a chance as he is not fired.
Having said that, arrow is gone, cannot be taken back. He should have checked the PF history and disclosed the employment details truthfully and this could have been avoided.
It's unfortunate but not sure what more can be done now. Only thing would be to try and explain the situation to manager to see if he can convince the HR.
Tcs is very strict with bgv, ask him to search for new job soon
