If you need a car, then you are paying for parking. The bonus here is that you just have the taxes on the car. If you don’t need a car, your husband should decline it
I tend to agree with this -- and I'm a PMM and have been for a little over 20 years and no employer has ever offered me a company car (does your husband do sales work also? Curious why a PMM needs a company car in the first place....)
If you don't want the added expense then decline it and take public transportation or use your own car and ask if you can expense miles for gas and parking as needed (may be cheaper for the employer in the long run and if so make the case by putting calculations on paper for the employer to review).
If the company is providing a car for work purposes, it’s reasonable to expect they’d also help cover the basic costs associated with keeping that car secure and accessible, especially in a high-cost-of-living city where parking isn’t cheap or easy to find. Frame it as a business need and just emphasize that the parking expense isn’t just personal convenience but a necessary cost to ensure the company vehicle is available, safe, and ready for work-related use.
