My manager told me to “take initiative” but shut down every idea I brought to the table. I’m starting to think they just wanted me to read their mind, not actually lead. Anyone else get punished for thinking independently?

Ask your manager what you taking initiative would look like. Specific examples of where you could’ve done this. If they can’t come up with something, it’s crap feedback.

It’s also entirely valid to bring up times when you tried to take initiative and were shut down. Ask what you could’ve done differently to have a better outcome.

Sharing one incident.
One of TOP MNC (CHUBB) offered me 18 lpa . I got counter offer of 28 lpa from CGI .
Today I called that TOP MNC (CHUBB) same. They asked me to share screenshot - I shared . Now they are asking complete offer letter of CGI but I denied as I feel this is not right to share docs.

Kindly share your views.
