She isn’t alone! Had that happen to me, and well tons of people I know too. Super tough to go through, but definitely something good to learn. A lot happens in between them saying something and it actually coming time to deliver. That can even be with good intentions, although doubtful most of the time.
At least she knows where she stands, as unfortunate as that is. I'm constantly given more responsibility with no direct answer to if this will ever benefit me, and the tug back and forth psychologically is exhausting
It happened to me. I want to lead in a warehouse, the new warehouse manager wanted me to stay, but I told him I would need a decent pay raise or else I was going to go back to school full time. Said he couldn't give me a pay raise. So I quit my full-time job and became a full-time student. Isn't that first week, I got a call from one of my co-workers saying that the new warehouse manager had fired a lot of people that I had worked with. To my knowledge, later, he wasn't the warehouse manager anymore. Some companies, it can take up to a year for that promotion. Other companies, it is a learning thing to see what that person is capable of, whether or not that promotion exists and something important got done in a timely manner.
I would gently remind them of that, tell them you're still interested in that promotion. If they say it's not in the budget, look for another job. Best of luck to you.
