I think the only thing you can do is wait for your current team members to quit. Then watch your leadership team panic as everything crumbles. F and around and find out is the best teacher sometimes.

If you have tried to convince them of your current staffing restraints and they literally won't hear you, there's really not much else you can do. I would probably start looking elsewhere if I were you, and let them find someone else who will deal with staffing shortages. They're taking you for granted (and the rest of your staff)
If they can't afford to add new team members now I guarantee they won't be able to afford to replace the people currently being overworked who are likely to leave at the first chance they get or the lost work that goes undone in their absence.
