I would recommend a two-pronged approach based on a similar experience I had.
First, until this person gets back to you, the req is open. Keep recruiting full steam.
Second, give the person the benefit of the doubt, which I know is hard to do in our profession. However, I once had a candidate disappear on me who was the #1 pick for my client. Three days of calls, texts and emails with no response left me thinking they had ghosted me. It turns out, they had been in a horrific car accident and spent a week in a coma. Due to their injuries, they were unable to pursue the role I had engaged them for but because I approached my outreach stating "I'm concerned that I haven't heard back, please let me know if you are OK", I set us up for a future relationship. They were an early career professional, and their mother appreciated the approach as well. She is how I found out he was in the hospital because she accessed his email and responded to me thanking me for my concern.
The fact is you just never know what someone's situation may be. Note they aren't all like the example above. I had another candidate disappear on me and I found out a few days later that he was in jail. I didn't send flowers.
Keep your pipeline ready for this type of accidents.

I don't really believe in a perfect candidate. And I don't believe anything is for certain until paperwork has been signed. I always plan for contingencies and backups, just in case.

I suppose it depends on the industry, but in mine, it wouldn't be more than a minor annoyance. We have a stack of resumes from incredible candidates a mile high. There is always someone else to pick.
As much as we want this person to fit, be it due to timing, circumstance, or a lack of etiquette, they don't. I accept it, tap into my backup plan, and (mentally) wish them well.
How long was the process? Good candidates won’t wait.
There is a campaign against restarting our economy in some states it same for the job seekers, great resume lots of on job experience but no reply something is wrong here??????
Did they seem like a responsible candidate when you initially spoke with them? How long has it been since you interviewed them? Even if it has been a while, I'm sure the candidate would be professional enough to respond in some form or another. Perhaps there are issues with communication at the moment, considering winter storm.
