When we review with ECDs, we only use reference images and write simple explanation in the deck. We then apply their feedback, polish the writeups, and find better images or do basic comping for the creative review with the CCO. Once the CCO approves or provides feedback, we proceed to finalize the visuals/deck
I would say you're right, and this is probably a waste of your time. Usually what I do before I even get to the first round is tell the ECD what my partner and I are going to bring in the first review ie concept statements, treatments for spots, activation ideas, etc.
If they're nodding their head and don't explicitly ask for comps, then don't worry about it for the first round.
I do think it's helpful to build some kind of deck template for the first round... but you don't need to be comping 40 pages worth of ideas that will likely all get changed or killed as the project develops.
