OP- it’s usually the problem other way around. Can excel do what numpy or pandas is able to do.

If the data set is small an index match is a speedy way to accomplish that in excel

Lookup unpivot in Excel. I usually use melt but I think Excel has that functionality too.

Try melt. The entire purpose of melt is doing this
Couldn't you just pivot table this and repeat values?
