Conform is removing all effects, transitions, animation, etc - and moving all edits/clips to one track. The editing timeline is then just a string of video clips which allows for a clean XML/EDL to be read by the colorist’s software. Colorist then does their work and outputs their shots. Then the editor/AE must go through and add back in all the effects, transitions, animations, etc...So yes it can be done many ways outside of flame.

Conform is the final step of bringing online colored and vfx footage back into your output software. Often if you are finishing in flame or resolve, vfx or color can all happen at the same time as making master exports, but it doesn’t need to. I conform in premiere every day.
Sometimes you’ve paid your colorist and paid your vfx artist and now you’re paying a very high post house rate to pay the original assistant editor to basically import the finished footage and then export. Watch that.
On a 30 second spot it takes roughly 15 minutes to conform a spot. On a feature documentary conform might take 2-5 straight days of work.
It can actually be fairly complicated if you have to rebuild variable speed changes etc. I wouldn’t rely on it only taking 15 minutes unless it’s a very straightforward edit.
