I have some good ex colleagues who moved over there and also looked up on LinkedIn and see lots of seemingly smart and accomplished people in their D&A team in the UK.

It seems kind of reasonable. Haven’t you seen the movies where people hack the mainframe with one little flash drive? Honestly, you could steal some valuable company stuff that way. Can you not add things directly to your portfolio from your work computer?

First of all, you work at Publicis so calm down. ;)
Second, it makes allowances for people who work on photoshoots and other activities that require usb drives.
Photoshoots. That's every creative.
Also, I would argue that getting my work uploaded to my portfolio is a required part of my job, therefore allowing me to use usb drives.
Did work*
I had a short term assignment at a city-based artistic establishment once. All the work I did there, I was told, I couldn't use as part of my portfolio. WTH? The stuff I did would be seen by a huge audience. No thumb (😆) drives, zip drives, or floppies, but I managed to get that work seen by the right people...by doing an interpretative dance. 💃😉👍
Honestly, the email I received didn't surprise me; as others have mentioned they have been slowly cutting access to lots of things, like basic Websites, etc. Really deters work, because sometimes I would share work related items on a stick, but I guess email it is.
