File a police complaint. Were they insured? Had a legitimate business? You’re probably SOL but don’t let them get away. I worked construction for a while - tools walK away on their own all the time if they aren’t secured.

This happened to a neighbor of mine. They hired some home depot parking lot fellows who took their $ and skipped town. They ultimately sold the house

If you have a written contract and receipts, then pursue them for your money back.
If you’re not going to be around for this type of work, it’s best to hire a licensed contractor or someone that is referred to you.
File a police report for the theft of your tools. Take them to small claims court.
