If its up to someone else and there is a required billable percentage say 80% billable hours, its going to be a disaster. It no longer matters how good you are its a matter who is friendly with the person assigning the consultants. Seen it several times and it never worked and caused everyone to isolate and not work together because everyone is afraid of going below.
