I wouldn’t think so. I am building a new team in India purely because I can’t get U.K. based staff who don’t want a stupid amount of money. Still keeping the U.K. folks to both manage their delivery and pick up the more sensitive work
Ask to understand the project plan and staffing model (you should know the parameters of you’re working towards). If they refuse to share, then that’s a 🚩

India is the go to place for tech sector, why hire 1 in UK when you can hire 3 in India. Cost efficiency parameter is highly in favour of India. Can’t fight the free market.

What this tells me is that there isn't the right talent in the UK.
Not always good to go for cheaper because of time differences . May impact timeline
It is not easy to retain people in India. Indian tech sector is one of largest and fastest growing in the world. Bigger players are always ready to pay top Rupee. So like other major countries, it is challenging to recruit and retain good people in India also.

Depends on roles and expectations and the strength of your interviewing process
My old company started hiring from India too, I left beforehand and kept in touch with my old coworkers, they started training the team in India how to do their jobs, eventually the company told my old coworkers that they are transferring their jobs to the team in India and we’re given 6 months to find a role within the company/outside of it. But the managers during the time I was there emphasized cost savings and I guess this saved them costs
it shouldn't be they probably want to increase capacity at competitive rates.
