Is the department manager position higher up in the company than the project analyst position? If so, I would take the department manager position and after a year look for openings into a more senior project position. This will give you a year to network and learn the different areas of the business, which will make it easier to go to a specific team and topic that you want.

Have you spoken up for yourself yet? That’s step 1. HR is large and can make mistakes hence inviting you to interview for the other gig. Just be aware that you’re pregnant with this Dept mgr role and they are counting on you. Capitulation may not be well received. No matter, you should speak up for yourself because if you don’t ask you don’t get.

I am in similar situation right now.. our org went through restructuring globally, which was announced in Jan. Everyone had to wait to be offered current or new position. I didn’t get an offer until 4/29. Which is doing same thing I have done majority of my career. Furthermore a role in my current dept I informed my manager I want to do during last yrs 1:1 sessions and end year review was given to someone else who is new. I have more experience. And I have degree in. Before I heard from my manager I applied other positions different department I want to be part of. I shared with the manager that I applied to other position since it has been four months I didn’t know if I will have a role. This was something encourage by MD to do during town halls since January. I told her, I will accept the to continue doing the function, if I get interview meeting I pursue. She isn’t happy. Questioning my commitment to the role. She asked a commitment for a full year. I told her I can’t commit a year perhaps 6m. I can understand the panic Bc I am most experienced the entire group including her on the work function we do. I am now getting interview calls for one of roles I applied which is what I have been working toward last 3yrs and other senior leaders not in our business unit referred. So I did want to burn bridges those you referred me by declining interviews specially since I wanted these positions as part of my carrier development and aspiration. I am nervous now how she will react if I tell her I invited to interview. I have transparent about my aspiration. I am nervous.
Wow….yes I can see how this is hard for you. I would have another conversation with your manager again but also talk to HR. My situation is different because I did not start in the department manager role yet. But I can see how this has very close similarities. Please keep me updated on the results!
