I just quit a freelance job like this. They wanted me on call from 9am till 9pm but only wanted to pay me for when I was actually working on routes. This was as a temporary employee and is so very illegal. But I guess this show becoming the norm?

A tale as old as wait time
They’re thinking that the agency grossly (and purposefully) under-scoped the project budgets to keep the client(s) from walking… and in order to turn a profit, are now trying to take advantage of freelancers by inferring that the agency will release them unless they agree not to bill for the waiting time… which the agency is legally obligated to pay for.
Oh I’m billing for wait time, unless the PM can give me a specific time that the work will come back (meaning I can sign off and live my life and I am not “on call” until the work comes back) then I won’t bill—but if they expect me to be “at the ready” at all times, they’re paying for that. So far no one has complained. And yes, I am freelance.
Assuming you’re a FL, why would you think you’d get paid for hours you’re not working? All hours worked, all hours paid. Now if you were told that you’d be working x amount of hours and it’s not measuring up to that, that’s a staffing issue but you still shouldn’t be paid for someone else’s mistake. This is part of the risk of being a FL, you can get insane hourly rates but the hours aren’t always guaranteed.
WHAT? TIME. They are paying for TIME not work. It’s called a TIMESHEET. To TIME your hours. It’s not called a worksheet, is it? TIMEsheet. Everyone say it with me: TIMESHEET
I refuse to accept freelance assignments unless I’m guaranteed 40 hrs/week. I get it in writing. I’ve been screwed like this before. Once the client on a project the client went AWOL for days. They told me to go home (this was before remote work) and that they would call me when they needed me. When they did get around to calling me, I had a new gig and was no longer available :)
I think a freelancer is entitled to wait time — but a staff employee, maybe not. I assume you’re FL and I always would want my FL billing wait time
You should bill a non-billable agency or client code, not a billable project code.

Coming back to seriously engage with you, Director of Operations. You do realize that you pay freelancers for their time at your company, not for the time they spend on the job, right? This is a fundamental thing for you, the person in charge of Operations, to understand.
Please, please stop telling people to put time to a job number and then not pay them for that time. You are breaking the law. You are committing wage theft as a matter of business. In other words, you are a criminal.
