If you want it to count as a bedroom when you sell, you usually need a window and a closet. If you just call it a bonus room, I wouldn’t bother.

I would get permits. It will add huge value when you sell however it could also increase your property taxes. I did a garage conversion 20 years ago. For $800 I could have gotten permits but didn’t. Now to get it permitted would cost thousands and would basically have to redo all the work to expose the wiring.
Everyone will tell you to get a permit.
Personally I’ve wasted a lot of time getting stuff permitted and have never seen a benefit compared to the stuff I didn’t get permitted.

It already has window and closet, its in the corner of the house, it just needs door and half drywall up to the ceiling to close it up

I’d pull permits to get the bump at the time of sale. It’s not like you need to fix it asap, right?

Point being you could use it now as-is, apply for the permit, then do the renovation once the permit is approved. You don’t need to renovate it before you move in, right? So if the permit takes months, you aren’t out anything.
