Very typical. You should have signed one when you joined (full-time). It may even be that the salary increase is to get you to sign the form (which you should).
It’s something many startups and even big companies miss and it can become a huge deal later.
Fwiw, you almost certainly get nothing out of not signing. You should read the form carefully and talk to a lawyer if you’re worried, but I’ve dealt with a lot of these and they’re just a formality (but very important to the company… it says that they own what you make on company time, which they should, and ask you to write down anything you’ve already invented).

Are you specifically working on something innovative right now?
They want to ensure the company retains rights to any IP you produce, and may be increasing your salary to compensate/incentivize you to do so.
I used to work in Patent, and filed hundreds of assignments from inventors to companies.
Typically those agreements are signed during the hiring process, so the timing of this seems odd to me.
Totally possible that they’re just assigning IP to a different corporate body, or they changed their name. Sounds like a typical admin process though so like GC mentioned, nothing to worry about.
