Saudi VS UAE

Have recently been given an option to move to UAE since pipeline is dry in Saudi for management consulting practise.
I could either do that and have more job security or continue to be in Saudi with uncertain future due to lack of project.
I have been told that Saudi will obviously have higher upside in salary and future opportunities if things work out.
What should i be doing?Open to suggestions

I'm US based and my salary is around $250k (NYC) -I've been asked my expectation without the startup giving me a range to work from (though I've asked).
